AUCTION RULES

1. Players name once announced there will be duration of 1 minute for bidding in round 1 or else the player will be kept for round 2.
The initial bid for Ranji category is Rs. 50,000/-
The initial bid for Others Category is Rs. 25,000/-

2. The first auction will be for Ranji Category and will be followed by others Category.

3. Once the club bids the player for a certain amount then the next club's bid should be followed within 15 seconds or else the player is bought by a club who has bided last.

4. In Ranji category the bid should be incremented by Minimum of Rs. 5000/- and in the Others category the bid should be incremented by Minimum of Rs. 3000/-.

5. Mobile communication is strictly banned during the course of the biding process.

6. Each club has to purchase 3 players (Maximun and Minimum) from Ranji Category and 7 players from Others Category.

7. The total value of all 10 players should not exceed Rs. 10,00,000/- (Rupees ten lakh only).

8. Auction will be conducted by Mr. Bharat Naik, Pandhari Shirodkar ,Pragat Naik assisted by Mr. Pushkar Sawant .

9. During the auction period all decisions taken by the auctioneer will be final and binding.

Rules for T-20 and 3 day Goa Premier League for the year 2009-10

Finalized during the meeting between the franchises and Goa Cricket Association on 6th November, 2009
1) Participating Clubs / Associations will have to participate in both formats namely T-20 and 3 day league and will have to retain the team for both events, failing which Goa Cricket Association will take action against the clubs, which may include disqualification action. All franchises / clubs who have purchased players for GPL will be allowed to participate in the following tournament:-
a) GCA T-20 League
b) GCA 3 day League
c) Bandodkar Trophy

2) Each club / association will have to maintain a minimum roster of 15 players, for both formats of the tournament and a maximum 20 players can be registered. The quota of players shall be in the following format.
a) From GCA auction quota - 10 cricketers
b) From outstation or outside the GCA quota - 05 cricketers
c) Of the 5 players a maximum of 3 players will be in the playing 11
d) Each franchise will be allowed to purchase a maximum of 3 Ranji players

3) All rules as of today for T-20 format of ICC rules shall be applicable for the tournament and GCA shall be the sole interpreter of this rules / laws of the game.

4) No protest on any form on the players once finalized will be entertained and all clubs should submit the list of all players to GCA within 15 days prior to the start of the tournament.

5) The quota of GCA player for auction will be the following manner given below:-
a) Ranji - 24 nos
b) Others - 56 nos
c) Guest players - 03 nos
Goa Cricket Association will reserve the right to reject any outstation player if eligibility criteria is not found in order.
6) All clothing for T-20 format will be in color and league format will be white. For T-20 Tournament white balls and 3 day tournament SG Test balls will be used. Lunch will be provided by GCA for all the games.

7) GCA will shoot live all matches and teams can avail video analysis of all matches. Live commentary will also be done.

8) Only 3 outstation players will be allowed in playing 11.

9) A maximum of Rs. 10,00,000 ( Rupees ten lakhs only)) will be permitted for the franchise to spend during the auction of 10 players from GCA quota. No higher allowance then the mentioned figure will be permitted.
Minimum bidding price is as follows:-
a) Ranji Category - Rs. 50,000/-
b) Others - Rs. 25,000/-
c) Guest - Rs. 50,000/-

10) The following prize money in cash wil be given.
T-20 Format - 1.5 lacs - winner
- 1.0 lacs - Runner up
- 0.50 lacs - Semi finalist (loser)
- Man of the match- 10,000/-
3 day league - 2.50 lacs - winner
- 1.50 lacs - Runner up
- 0.50 lacs - Semi finalist (loser)
- Man of the match- 10,000/-
Match timings for T-20
1st Match - 9.00 a.m. - 12.30 noon
Team reports at 8.00 a.m.
2nd Match - 1.30 - 5.00 p.m.
Team reports at 12.30 p.m.
T-20 tournament begin on 26th December, 2009
All T-20 matches will be played at GCA ground, Porvorim
The venue for 3 day will be at Panjim and Margao.

11) The cost of each player purchased by the clubs at the auction will be for both the formats (tournament) and no player will be allowed to swap clubs during the contracted period. The value payable to each player by the respective clubs will be paid as number of games divided by the availability of the player per tournament.

12) Clubs / association shall have to deposit the total value of the players cost in the account of GCA. We in turn will pay the player as per the actual payable amount. The franchise / clubs will give in writing to GCA the payment due to each player on completion of the tournament and then GCA will release the payment to the player. If any balance remains in the account of GCA we will return back to the respective franchise / club.

13) If clubs / associations observes indiscipline in players auctioned, will have to report to GCA, which in turn will take action.

14) GCA will provide space for advertisement hoarding of the franchise on the ground throughout the tournament. Space for hoarding on the ground shall be permitted with the minimum length of 20' and height of 2'.

15) Franchise / clubs are free to choose color of clothing of T-20 format.
